  1. Why do you need any SE software??

SEO is a process of development – content, links and history.

This is an organic process and if these systems really worked why would SEO consultancies exist? SE companies change there algorithms and weightings all the time – you juts need to watch and develop and change over time.
But any good site will get better if you focus on the basics…. great content If other people like it and they link to it – you will rise in the listings… if the content keeps changing the SE’s keep coming back
if you keywords do what they say – the site is congruent – so the SE’s will keep listing higher…

Focus on the site, content and your potential customers… and the SE’s will list you higher…

  2. I haven’t tried Web SEO, but I did buy SEO Elite for one simple reason. It quickly scans the internet looking for relevant websites based on keywords and you can limit by PR ranking and Alexa rating.

Once you have these lists and the best possible match for an email contact you can begin contacting the site owners. However, what I have found best is just visiting those sites directly and looking for a contact form or email.

SEO is a time consuming, laborious and frustrating job. Setting up your site so it is SE friendly is the easy part, it is the networking into other sites that is difficult.

Establishing key relevant relationships with other websites online is where you will increase popularity for your website, but ONLY if you have good content, something to offer to other webmasters or visitors.

I agree completely with Mike M’s answer.

SEO when translated to mean “good content attracts quality links and quality links help rankings” is what search engine users want used to promote sites in search results.

Artificial link building, e.g. directories and traded links, are intended to circumvent the “good content” element and this makes sites temporarily rank high even though they may have nothing to offer visitors. That’s not what search engine users want. Fortunately, links in directories and traded links are now having a far less (if any) impact on a site’s search results ranking.

Create good content, ping the search engines, participate in the blogosphere with meaningful comments and you will be amazed at how high your pages will rank in the search results. And you get to keep the money you otherwise would be wasting.

I have tried SEO Elite for quite some time.
But to tell you, i am not impressed by the features.
If my copy is concern, there are some features which does not function well.
I just have a glimpse of the Web CEO and as far as im concern the features are quite better than SEO Elite.
